Guest rooms include kitchens or kitchenettes, flat-screen TVs, and DVD players and some have washers and dryers. Sharky's Beachfront Restaurant is across the road and there's a great outdoor pool on-site that has views of the ocean. However, there are a few problems with this property. The front desk is managed by Emerald View Resorts, not Seahaven, and Seahaven's front desk is in a separate building across the street. There are extra fees on top of the normal rates, including a room charge, a cleaning fee, a damage waiver fee, and even a booking fee. Most of the fees are due to the fact that the hotel is popular with Spring Breakers, who are known to cause damage to rooms. There have also been complaints of guests needing towels and not being able to get hold of any, as well as basic necessities like toilet paper not being replaced. The parking is free -- but the lot is often full and guests have to find space in the overflow parking lot which is further away. Travelers may wish to compare rates at the nearby Legacy by the Sea & Beachbreak, which have comparable rates, are right on the beach, and have better guest satisfaction overall.

The 122-room Seahaven Beach Hotel is a budget property right on the beach in Panama City. Each of the outdated guest rooms at this large, motel-style property has a flat-screen TV, air-conditioning, and private balcony with idyllic views of the sea, and the hotel also offers a heated outdoor pool and a popular beachside seafood restaurant, Sharky's. It’s worth noting however that the property is run down, giving many guests cause for complaint, and we smelled cigarettes throughout even though the property claims to be non-smoking. For an alternative budget option, it's worth checking out nearby Beach Tower Resort Motel, which has more modern, well-kept features at a similar price point. 

Holiday Inn Resort Panama City Beach

This three-pearl Holiday Inn sits right on a white-sand beach and offers all sorts of amenities for families. The 340 rooms have balconies with views over the Gulf of Mexico, and some sleep up to six people in bunk beds. Resort features include a huge main pool, a kids' pool, a spa pool, and a huge splash playground, plus a spa, a fitness center, and two floors of event space with sea views. There are also multiple restaurants and bars (with free meals for kids under 12), entertainment for all ages, and free Wi-Fi and parking (though a resort fee is tacked on). Note that the pool gets wild during Spring Break, complete with a 24-hour pool cam which anyone can stream online. Overall, it's a great value for families, but couples might prefer the smaller Carillon Beach Inn instead.

Sugar Sands By The Sea

The aptly-named Sugar Sands Inn and Suites is a family-run budget hotel in a quiet of Panama City, right on a beautiful white-sand beach. The 89-room hotel offers rooms in two oceanfront towers as well as larger rooms in smaller buildings across the street. All rooms have kitchens or kitchenettes, but while first impressions are beachy vibe, on closer inspection they are worn and dated. The property has an outdoor pool and whirlpool with ocean views plus a picnic area, but there’s no breakfast or restaurant available on-site. Guests willing to stay a bit farther from the beach should compare rates at the mid-range La Quinta Inn & Suites Panama City Beach Pier Park, which offers more up-to-date rooms and a free breakfast.

Beach Tower Resort Motel is a three-pearl family-owned motel right on Panama Beach and a short walk from Half Hitch County Pier and Shipwreck Island Waterpark. Renovated room come with balconies that look out over the Gulf of Mexico. The motel has direct beach access as well as an outdoor heated swimming pool with lounge chairs. There's also a covered patio with a huge TV and a cute tiki bar called The World's Smallest Beach Bar, where guests can have drinks and watch the sunset, but there's no on-site restaurant.

Sterling Resorts' Laketown Wharf is a massive 720-room resort located across the street from the beach. Spacious condos offer big kitchens, 32-inch flat-screen TVs, and washer/dryers, but not all units have ocean views. This sprawling property has five pools -- including a rooftop pool with beautiful views of the beach -- and a charming kiddie pool. Along with a huge lakefront boardwalk, there's also a children's playground, meditation garden, and big fitness center. One unique feature is a nightly light and water show starring dancing fountains.

Edgewater Beach and Golf Resort

Edgewater Beach and Golf Resort is an enormous family and business resort that offers generous amenities compared to nearby hotels, including 11 pools and direct beach access. Decor and layout of furniture varies between condo units, and while all are spacious, some are older and have dated, worn decor. The large 500-unit resort offers activities, golf, dining, and a small store -- all of which is uncommon for area hotels. The resort also offers a bright fitness room with aerobic studio, and during the summer, movies are shown outdoors at the main pool.

La Quinta Inn & Suites by Wyndham Pcb Pier Park Area

The 90-room Quinta Inn is a great value hotel in Panama City Beach -- for visitors who don't mind the 10-minute walk to the sand (which involved crossing a busy street). Room decor is basic but cheery with baby blue accent walls, colorful, patterned curtains, and modern tech features such as flat-screen TVs and free Wi-Fi. All rooms also have work desks, mini-fridges, and coffeemakers (which are oddly placed in the bathrooms). And the freebies at this hotel are extensive, including free breakfast, free parking, and free Wi-Fi throughout the hotel. In addition, pets are allowed, and there's a nearby dog park. Also on offer: laundry facilities, a convenience store, a fitness center, a business center, and an outdoor pool and Jacuzzi. All are adequate but unexceptional; the fitness center is cramped, with only three cardio machines, and the pool, though well-kept, looks out over the parking lot. Nonetheless, this hotel is a solid budget-friendly option.
