Low rates and a central location a block from Sliema’s main drag make the Windsor Hotel a good pick for travelers on a budget, but those expecting the advertised four-star quality may be disappointed. Only one-third of the hotel’s 92 rooms have been renovated, and non-renovated units are well past their prime, with maintenance issues, dated decor, and basic amenities. Renovated units are nicer, with purple and mustard accents, flat-screen TVs, and more modern bathrooms. The rooftop deck has a lovely outdoor pool and a small but well-kept indoor one, and the lobby lounge serves coffee, cocktails and snacks in a stylish contemporary room. There is also a restaurant, but better options are available within a couple of blocks. The Park Hotel is a little farther from St. Julian’s, but has nicer rooms at similar rates. 

Diplomat Hotel Malta

The 113-room Diplomat is a mid-range hotel conveniently located directly on Sliema’s promenade, across the street from a rocky beach, and within walking distance of dozens of restaurants and bars. The property has a number of nice perks, including a fitness center, free Wi-Fi, and a seasonal beach club with loungers and umbrellas. The highlight, however, is the rooftop pool, featuring wonderful sea views, a spacious sundeck, and a seasonal bar. Rooms are spotless and many have stunning sea views, but decor is dated, with simple wooden furniture with golden rims, and colorful '90s-style curtains. Travelers looking for something a little bit more contemporary may want to compare rates at Park Hotel.

Bayview Hotel by ST Hotels

Sitting on lively waterfront in Sliema, the 137-room Bayview Hotel by ST Hotels is a simple budget-friendly property with beautiful harbor views from a rooftop pool and bar. There’s also an indoor pool, gym, privately run spa, and multiple restaurants and bars, including private eateries. A playroom in the game lounge and a rooftop kids' pool appeal to families. Comfortable (if bland) rooms and apartments have flat-screen TVs and kitchenettes, and some have waterfront balconies, but fees are required for extras and interiors are sometimes poorly maintained. 

The Plaza & Plaza Regency Hotels

Located right on Sliema’s lively promenade, the 279-room Plaza Hotels is a mid-range option offering good value and panoramic sea views from many of its rooms and common spaces. Rooms vary in size and layout, but all are equipped with flat-screen TVs and air-conditioning, and studios feature kitchenettes and living and dining areas. The small rooftop pool is a relaxing spot for swimming and sunbathing, and the indoor pool may come in handy during the colder months. There are three restaurants on-site serving Italian and international menus, and many more dining options can be found within a couple of blocks. But Wi-Fi and safes are only available for a fee, and some rooms are in need of an update. Rocca Nettuno Suites has a more contemporary feel, but is farther away from the action in St. Julian’s.

The upper-middle-range Rocca Nettuno is a cheerful all-suite property located in a quiet area of Sliema, near public transportation, restaurants, and shops. Its 40 rooms, all decorated with bright lime-green and aquamarine accents, dark wood furniture, and wicker finishes, have separate living areas and basic cooking facilities (no cooktop or sink, though). The rooftop plunge pool is a favorite among couples and families in the warmer months, and the restaurant serves fresh Mediterranean cuisine in a chic space with cute nature-themed decor. Park Hotel has lower rates and a fitness center, but rooms at Rocca Nettuno have more character.

While the resort is spotless and roomy, it's not particularly charming, and it can get crowded during high season, when both the pool and the beach open up to the general public.
