From the outside, the nine-story Breakers Resort Inn looks like a large condominium block, but it's actually a budget hotel with just 59 rooms and suites, all of which face the ocean. It's separated from the street by a two-level parking lot that protects it from most of the street noise. Inside, the lobby is simple, with a blue-and-orange color scheme, vinyl bench seating and a few chairs, and a small front desk. While the small pool deck can get crowded at times, the hotel is less a spot for hanging out and more a convenient place to lay your head in between beach days. It's popular with budget travelers, low-key couples, and families, but doesn't offer much for business or luxury travelers.

In the heart of downtown Virginia Beach, right on the boardwalk, the oceanfront Breakers Resort is surrounded by other hotels, as well as restaurants and shops. It's just next to the Virginia Beach Amusement Park and a two-minute walk to the town's fishing pier. Neptune's Park, a popular summertime evening concert spot, is a 20-minute walk up the beach. The Norfolk International Airport is approximately 30 minutes away, depending on traffic.

Most Virginia Beach hotel rooms have nautical beach decor in shades of blue and yellow; the retro Breakers Resort, conversely, relies on medium-colored wood and muted shades of green, blue, and peach. All rooms have flat-screen TVs, mini-fridges, microwaves, and coffee machines, while higher level rooms also have kitchenettes, whirlpool tubs, and extra beds. Bathrooms are simple but in good repair, with small hairdryers, basic toiletries, and single sinks; some have combination shower/tubs.
