From the outside, the nine-story Breakers Resort Inn looks like a large condominium block, but it's actually a budget hotel with just 59 rooms and suites, all of which face the ocean. It's separated from the street by a two-level parking lot that protects it from most of the street noise. Inside, the lobby is simple, with a blue-and-orange color scheme, vinyl bench seating and a few chairs, and a small front desk. While the small pool deck can get crowded at times, the hotel is less a spot for hanging out and more a convenient place to lay your head in between beach days. It's popular with budget travelers, low-key couples, and families, but doesn't offer much for business or luxury travelers.

In the heart of downtown Virginia Beach, right on the boardwalk, the oceanfront Breakers Resort is surrounded by other hotels, as well as restaurants and shops. The Norfolk International Airport is approximately 30 minutes away, depending on traffic.
