The boardwalk and beach are always crowded with people, but especially so during New Year's Eve and Carnival, when the beach is the site of late-night reveling and free concerts. In fact, in 1994, the beach hosted the largest concert crowd ever (with 3.5 million attendants) when Rod Stewart performed.
