Not the most interesting, charming, or safe area, Congreso (as it is called) does have proximity to many of Buenos Aires' most popular tourist sites -- Microcento is just to the north.Congreso is somewhat run-down and sketchy (especially at night), and isn't as popular with non-business visitors as the trendy Palermo or Retiro areas.
